Critical Incident Command Course

Monique Rollin Consulting Solutions Inc. offers a comprehensive Critical Incident Command and Response Course tailored for Duty Officers, Scene Commanders, and Frontline Supervisors in public safety organizations across Canada. Critical Incident Response for Frontline Supervisors

This three to five day course is designed to equip frontline police supervisors with the essential knowledge and skills needed to effectively command and control critical incidents, such as incidents requiring containment and tactical response, major public disturbances, high-risk warrant service, missing vulnerable persons, barricades and public safety disasters. Supervisors will learn to apply proven strategies and understand the core responsibilities of acting as the scene commander in a dynamic, rapidly changing situation. Decision-making under stress, risk management, and inter-agency coordination will be a key focus. 

Critical Incident Scribe Course for Police, Fire, Investigations, Crisis Negotiation Teams or Emergency Management

These one to four day training courses are individually tailored for police command, specialized fire services, crisis negotiation teams, and emergency management personnel, focusing on the essential role of an incident command scribe during critical incidents. Each module is developed with the specific needs of each discipline in mind, ensuring that participants gain specialized skills for accurate and timely documentation. The course covers effective note-taking, incident tracking, decision logs, and real-time documentation techniques with a strong emphasis on educating and training individuals in the crucial role of the scribe/recorder, introducing them to methods and best practices for accurate record-keeping and efficient command post management. Practical exercises simulate real-world scenarios, allowing participants to develop their scribe skills in high-pressure environments, contributing to the successful resolution of critical incidents.

Victim Centered Approach to the Emergency Management Continuum: Family Assistance Centres/Reception Centres

This virtual instructor-led half-day professional development course takes a victim centered approach to disaster response within communities. It introduces a framework designed to help responding agencies prepare, plan, and align their response strategies when immediate assistance is needed following a disaster or emergency event. The course emphasizes the importance of Family Assistance Centres (FAC) and Reception Centres (RC), which provide vital services such as reunification, communication, and immediate aid for impacted community members. Attendees will explore the logistics and agency roles within these centres, as they are integral in supporting the community's recovery process. Staff Sergeant Andrea Koolick delivers specific modules on the overview of a victim centred approach, preparedness planning, operations within the centre, agency representation, durations of operations and demobilization and development of tabletop exercises and lessons learned including evaluating response strategies and updating plans.

Tactical Dispatcher

This intensive 2-day course is designed to equip police communicators and tactical dispatchers with the critical skills necessary to effectively manage high-stress situations in critical response environments. Participants will gain a comprehensive understanding of tactical operations, enhancing their ability to support frontline officers, document information, manage resources, and communicate with precision during critical incidents. The primary goal of the Tactical Dispatch Training Course is to enhance existing skills and equip dispatchers with the necessary tools to support specialized teams in critical or high-risk incidents. Participants will learn the fundamentals of tactical and incident dispatching, emphasizing the importance of teamwork in an All Hazard/High Risk environment working with specialized teams such as Critical Incident Management Teams, Tactical Teams, Crisis Negotiation Teams, Search and Rescue, Public Order Units, Task Forces, Marine Units, Drug Enforcement Units etc.

Critical Intervention, De-escalation and Negotiation Techniques for 911

Police communicators play a critical role in managing crisis from the first moment of contact. In high-stress situations, their ability to de-escalate, assess, and intervene effectively can make the difference between peaceful resolutions and potentially dangerous outcomes. This training course is designed to provide police communicators with the specialized tools and techniques needed to navigate complex, emotionally charged incidents with confidence and clarity.

This one day training course is designed to train police communicators (call takers and dispatchers) to manage calls for service involving individuals who are escalated, experiencing mental illness, actively suicidal or in a state of crisis. Optional training may include education for police communicators on risk assessment and triaging appropriate incident response.

Police Liaison Team Course 

This immersive five-day program equips Police Liaison Teams (PLTs) with essential skills and strategies to effectively engage, communicate, and de-escalate critical situations. The course delves into core principles of negotiation, relationship-building, and conflict management, with a focus on fostering cooperation in public order policing and other complex environments.

Key learning areas include the Behavioural Influence Stairway Model (BISM), eight Active Listening Techniques, empathetic communication, rapport-building, and strategies for influencing behavioural change. Participants will also gain insights into overcoming communication barriers and identifying progress indicators.

Specialized modules address extremism, radicalism, ideologists and fundamentalism, as well as interactions with professional protesters, disruptors, and groups involved in politicized events, labour disputes, or indigenous and racialized issues. The importance of cultural competence in these situations is emphasized throughout.

Participants will engage in tactical communication exercises, stress management techniques, and multi-agency collaboration through case studies, role-playing, and live scenarios. The training focuses on assessing risk, managing emotions, and maintaining productive dialogue to achieve peaceful resolutions in high-stakes situations.

 

Tailored to the operational realities of police liaison members working with Public Order Units,  this hands-on course is ideal for officers seeking to enhance their communication, negotiation, and problem-solving skills while strengthening trust and cooperation between law enforcement and the communities they serve. This training course prescribes to the recommendations and foundational principles of the The National Framework for Police Response to Demonstrations and Assemblies endorsed by the Canadian Association of Chiefs of Police (CACP) 2019.

Crisis De-escalation Training for Public Safety Responders

This customizable training is designed to help your organization create a culture of safety. This one to three day training course is designed to train responders to communicate with and de-escalate individuals who are escalated, intoxicated, experiencing mental illness, actively suicidal or in a state of crisis. Training modules may also include education on understanding common mental illnesses and using a trauma informed response.

Crisis Negotiator Training, Crisis Negotiator Refresher Training, Advanced Crisis Negotiator Professional Development

Monique Rollin Consulting Solutions Inc. provides a five day basic Crisis Negotiator Course or a three day Advanced Crisis Negotiator Refresher Course for qualified crisis negotiators and members that support Crisis Negotiator Units. MRCS can partner with your organization to provide this training to members of your Crisis Negotiator Unit, Tactical Team, Mobile Mental Health Crisis Units, Incident Commanders and police communicators. The course will review the effective application of Crisis Negotiation skills and the Behavioural Influence Stairway Model will be emphasized throughout the training. The foundations of successful crisis negotiations will be reinforced including a focus on peaceful resolution and decreasing the volatility of the situation using crisis de-escalation, a trauma - informed response, active listening skills and the development of rapport coupled with cultural competency. Training includes lecture and practical scenario instruction.

Crisis Negotiation Training for Tactical Teams

Monique Rollin Consulting Solutions Inc. offers a specialized four-day Crisis Negotiations for Tactical Teams training course designed for operational emergency services personnel. This course is specifically developed to enhance the skills of Tactical Team members, Mobile Mental Health Crisis Units, Incident Commanders, and police communicators in supporting Crisis Negotiator Teams during high-risk situations.

The training focuses on the effective application of crisis negotiation techniques in real-world tactical scenarios, including encounters with armed individuals, persons in crisis, barricaded subjects, and suicidal individuals; often requiring face-to-face interaction prior to, or including, Crisis Negotiators who will take over to support prolonged incidents. 

​

The Behavioural Influence Stairway Model will be a core component of the course, providing a structured framework for managing volatile situations. Key foundations of crisis negotiations, such as peaceful resolution, crisis de-escalation, trauma-informed responses, active listening, rapport building, and cultural competency, will be emphasized throughout the training.

Participants will learn how to decrease the intensity of high-stress incidents, striving for peaceful outcomes while managing complex psychological and emotional dynamics balanced against a tactical response.

This course combines lecture-based learning with practical, scenario-driven exercises to ensure that participants can apply their skills in realistic settings. All students must prepare for training with a pre-course reading material review and pass a final examination and scenario evaluation.   MRCS will partner with your CNU to ensure that each organization receives training within their own policy and response capacities.

Crisis Negotiations and Intervention Techniques for Mobile Mental Health Teams 

This one to two day training course is designed to train mental health teams or those individuals who support community safety (law enforcement, healthcare, emergency services, addictions, mental health services and police communicators) to manage response for involving individuals who are experiencing mental health concerns or in a state of crisis. This training course is designed to assist attendees understand and deal with individuals who are escalated, suffering from mental illness, actively suicidal or experiencing crisis. Attendees will learn crisis intervention strategies like those used by Crisis Negotiators during a potential high risk incident that may aid in stabilizing the situation. Operational Planning Course for Fire Inspectors

MRCS offers a comprehensive one or two day training program for Fire Services, designed to meet legislative, regulatory, and service requirements. Fire Inspectors operate in high-risk environments that include hoarder conditions, infestations, hazardous living situations, and extreme dangers such as threats of violence, illicit drug activity, weapons, and criminal behaviour. Additionally, they must navigate fire code compliance with individuals experiencing mental health challenges and execute judicial authorizations for entry and inspection.

This course addresses the critical challenges Fire Inspectors face when entering dangerous or hostile environments. Inspectors will learn how to manage these risks while seeking evidence, issuing compliance orders, and conducting follow-up inspections. Protecting life and property remains the top priority, and where necessary, escalation to prosecution under statute or criminal law may be required to ensure community safety.

The program covers key legislation relevant to fire investigations, including the FPPA, POA, and Criminal Code provisions related to search and seizure. Participants will also develop skills in creating SMEAC Operational Plans and supporting documentation, ensuring that all stakeholders are clear on their roles, responsibilities, and legal boundaries. This training emphasizes risk reduction and collaboration strategies, aiming to enhance public safety in high-risk environments.

Trauma Informed Response and Interviewing for Sexual Violence Investigators

This comprehensive five day (plus one day precourse learning) course equips sexual violence investigators with the skills and knowledge to effectively handle cases using trauma informed approaches. Community- based subject matter experts, forensic psychiatry specialists, social services providers, indigenous community members and justice partners will all contribute to the training.

Designed for law enforcement professionals, this training focuses on understanding:

  • What is Trauma 

  • The neurobiology of trauma

  • Trauma behaviours, including vicarious or secondary trauma

  • Historical trauma its impacts on peoples' lives and behaviours including generational impacts

  • How trauma can be experienced differently by diverse and/or vulnerable populations like immigrants newcomers and refugees, people with disabilities, children and youth, Indigenous peoples, and other populations like LGBTQQIP2S+

  • The profound impact of trauma on survivors, enhancing communication, and improving investigative outcomes while ensuring sensitivity and care throughout the process.

Participants will learn techniques to conduct interviews in a way that minimizes re-traumatization, fosters trust, and encourages disclosure. The course also covers how to identify and mitigate personal biases, ensuring a fair and balanced approach to each case. Participants can alter facts and perception of the reader and change evidence.

​

Through practical exercises, scenario-based learning, and expert-led discussions, investigators will gain the skills necessary to navigate these challenging cases with professionalism, empathy, and precision. The course is designed to promote collaboration with multi-disciplinary teams and ensure legal compliance while maintaining a trauma-informed focus that supports survivors throughout the investigative process.

Trauma Informed Response for Frontline: First Nations Policing 

The primary objectives of this four day training course are to cultivate a trauma-informed, knowledge-driven, victim-centered, and multidisciplinary response. This involves marrying thorough, diligent, and comprehensive investigative practices with trauma knowledge. Our overarching goal is to conduct investigations that are culturally competent, collaborative, supported, victim-centered, suspect-focused, justice-partnered and seek to minimize further harm through investigative excellence and neutrality.

This three day in-class and one day self-directed program will utilize subject matter experts best representing the First Nations communities served by the Police Service, striving to be culturally competent and trauma respectful.  

​

Participants  will learn about the neurobiology of trauma and how it affects memory and behaviours including how to adapt interviews and investigations, the impact of trauma (short to long term) including historical and generational trauma with input from Indigenous partners.  Learners will explore how trauma can be experienced differently by diverse and/or vulnerable populations, people with disabilities, children and youth, our Indigenous peoples, and other populations. They will also study and basic interview practices: Cognitive Interview Adapted to Trauma Informed, in partnership with victim/survivor service providers from the community to contextualize actual victim experiences and receive important feedback from these community partners to improve on the victim / survivor police experience.   The victim – offender overlap will be an important part of the discussion as well as investigative strategies including pace of disclosure, victim/survivors of a drug/alcohol-facilitated assault and sexual violence in the context of intimate partner violence and human trafficking. 

​

Report writing and case preparation will be a critical module included in the training course.  Report writing should exemplify impartiality and ensure myths and misunderstandings are not created at the process level by the use of language.

Hostage/Extortion Specialized 'Red' Training for Crisis Negotiators (new in 2025) 

MRCS has partnered with expert international instructors to offer limited training sessions for experienced Canadian Crisis Negotiators in Hostage for Ransom and Extortion incidents based on the internationally recognized UK ‘RED CENTRE Model’.  This specialized program will provide in-depth training on handling high risk ransom and extortion scenarios, giving Crisis Negotiator Teams the critical skills needed to manage these complex situations. Negotiators play a key role not only in resolving crises but also in gathering critical intelligence, developing strategic insights, and supporting both the victim and the investigation team. Their involvement goes beyond simple negotiation; they become trusted allies to the investigation team and incident commanders, adding their expertise to help shape tactical decisions. This includes a deep understanding of how their role integrates with the entire operation, from gathering intelligence to evaluating surveillance plans and payment sequences. A well-trained negotiator is instrumental in identifying motives, assessing threats, and establishing key lines of inquiry, all of which contribute to an effective and safe resolution.
